Safe Communities Through Accountability
Teri Ann Hourihan for AZ Governor. As Governor of Arizona, I will support laws that protect our children and keep our communities safe. I believe minors should be held accountable for their actions, and when a juvenile commits a serious offense that would be considered a violent or major felony if committed by an adult, our justice system must have the ability to impose appropriate consequences. While every case should be evaluated on its individual circumstances, I support ensuring that those who commit the most serious crimes can be prosecuted as adults when necessary to protect the public, deliver justice to victims, and uphold accountability under the law.
Arizona Needs Prison Reform That Reduces Crime, Protects Staff, and Saves Taxpayer Dollars
Arizona’s prisons are among the most expensive parts of state government, costing taxpayers hundreds of millions of dollars every year. When correctional facilities become overcrowded, rely heavily on isolation, or fail to provide meaningful rehabilitation, it can create more problems instead of solving them. While correctional officers deserve safe working conditions, inmates should also be treated with basic human dignity because people who are eventually released will return to our communities. As Governor, I believe Arizona should focus on reducing crime by reducing recidivism. That means expanding education, job training, substance abuse treatment, mental health services, and reentry programs that help people become productive citizens after serving their sentences. Evidence from many jurisdictions has found that well-designed rehabilitation and reentry programs can reduce repeat offending, improving public safety while lowering long-term incarceration costs. Treating people as if they are beyond hope does not make Arizona safer. Investing in accountability, rehabilitation, and successful reentry helps protect correctional staff inside our prisons, strengthens communities, reduces repeat crime, and saves taxpayers money. Smart prison reform is not about being soft on crime—it’s about being effective at preventing future crime while ensuring Arizona’s correctional system is safe, humane, and fiscally responsible.
