Vetoed Bills By Katie Hobbs that Harm Arizonans

Since taking office in 2023, Governor Katie Hobbs has vetoed hundreds of bills passed by the Arizona Legislature. On this page, I will highlight and review those vetoed bills so Arizonans can better understand what was proposed, how those measures may have impacted our state, and the opportunities that were lost when they were rejected.

I believe voters deserve transparency, accountability, and a clear understanding of the decisions being made on their behalf. My goal is to provide an open discussion about these bills and what they could have meant for Arizona families, businesses, schools, public safety, and our economy.

As a candidate for Arizona Governor, I believe Arizona can do better. I will work to bring people together, listen to Arizonans, and focus on practical solutions that improve affordability, strengthen communities, and create opportunity across our state. Arizona deserves leadership that puts its people first.

I will protect SNAP benefits, school funding and transparency

As a candidate for Governor of Arizona, I will not veto bills that improve school funding, strengthen school accountability, ensure responsible budgeting, and protect benefits for our most vulnerable residents, including SNAP. Families should never have to worry about whether the food assistance they qualify for will reach them on time. When eligible Arizonans are denied or delayed access to SNAP benefits, it means less food on the table and more hardship for families already struggling. Government has a responsibility to serve people efficiently and effectively. As Governor, I will work to ensure that critical benefits are delivered promptly, taxpayer dollars are managed responsibly, and Arizona’s children and families receive the support they need to thrive.

Tax Benefit & Cuts

As a candidate for Governor of Arizona, I will work to lower taxes for residents, reduce rates, and put more money back into the pockets of hardworking Arizonans. I will not support policies that allow taxpayer dollars to be wasted or sent through inefficient systems without proper oversight and accountability. We need government systems that are transparent, accountable, and focused on serving the people. I will fight to ensure taxpayer money is managed responsibly, improve efficiency across state government, and stop the bullying and mistreatment that many citizens experience when dealing with government agencies. As Governor, I will stand up for Arizona families, protect their interests, and make sure government works for the people—not against them.

Rural Communities I will Protect & Transparency in Funding

As a candidate for Arizona Governor, I will protect funding for our rural communities and work to give local leaders greater flexibility to manage their budgets responsibly, with strong accountability and without increasing taxes on hardworking Arizonans. I believe every dollar collected from taxpayers must be spent wisely and transparently. I will also ensure that all property purchased and maintained with taxpayer money is fully accountable to the public who paid for it. Arizonans deserve to know how their money is being used and whether those investments are truly serving their communities. From 2020 to 2025, the Arizona Department of Education reportedly spent billions of dollars on facilities and properties that were not needed, while the state now faces approximately $12.5 billion in vacant government-owned property. If true, this represents a staggering misuse of taxpayer resources and a failure of responsible stewardship. At a time when communities have real needs, allowing valuable assets to sit unused is both unbelievable and heartbreaking. This must stop. As Governor, I will demand transparency, accountability, regular audits, and a clear plan to put taxpayer-funded assets to productive use. Arizona taxpayers deserve better, and together we will restore trust in how government manages public resources

Full Transparency I Will Bring

Teri Ann Hourihan for AZ Governor. As a candidate for Governor of Arizona, I will bring full transparency to the people in every dollar the state spends. Taxpayer money belongs to the people, and the people deserve to know exactly how it is being used. I will work to restore trust in our elections by ensuring secure, transparent, and accountable processes that every Arizonan can have confidence in. My goal is to build a government that is open, honest, and focused on serving the people of Arizona.

Education and Fiscal Responsibility

Teri Ann Hourihan for AZ Governor. As Governor of Arizona, I will ensure that every dollar collected from taxpayers is fully accounted for and transparent to the public. True transparency means the people can see how their money is being spent. Too often, politicians resist openness because accountability exposes waste, mismanagement, and special interests. I will protect Medicaid funding while strengthening oversight to prevent fraud and abuse, ensuring resources reach the Arizonans who need them most. Our seniors, children, individuals with disabilities, and vulnerable families deserve both protection and responsible stewardship of public funds. I will also prioritize public safety and work to ensure Arizona remains a secure and prosperous state for all who call it home. Finally, Arizona’s education system must do better. We need real solutions that improve student outcomes, support teachers, increase accountability, and create opportunities for every child to succeed. By investing in practical reforms and preparing students for the careers of tomorrow, we can build a stronger future for Arizona and the next generation.

Accountability for Every Tax Dollar

Teri Ann Hourihan for AZ Governor. As Governor of Arizona, I will strengthen budget oversight and provide greater funding certainty for public safety, crime prevention, and victim services. Arizonans deserve safe communities and the confidence that resources are being used effectively to protect families and support victims of crime. I will also increase transparency, accountability, and legislative oversight of economic development spending. Taxpayer dollars should never be spent behind closed doors. Every investment made in the name of economic growth must be measurable, publicly accountable, and focused on delivering real results for Arizona workers, businesses, and communities. My administration will ensure that government spending is open, responsible, and centered on the needs of the people of Arizona—not special interests or political insiders

Building a Safer and Stronger Arizona

Teri Ann Hourihan for AZ Governor. As Governor of Arizona, I believe public safety must remain a top budget priority every year. I am concerned that Governor Katie Hobbs has vetoed bills that supporters argue would have provided resources and certainty for public servants and agencies that deliver essential services to our communities. Arizona is one of the fastest-growing states in the nation, yet we continue to face major challenges in housing affordability, water security, education, and preparing for future population growth. These issues require long-term planning, responsible budgeting, and leadership focused on results. Arizona's future depends on making smart investments today. As Governor, I will work to strengthen public safety, increase government accountability, improve affordability, protect our water resources, support our schools, and build a stronger future for Arizona families. We can do better, and together we can create the change Arizona needs

Health Care, Affordability, & Opportunity for All

Teri Ann Hourihan for AZ Governor. As Governor of Arizona, health care will be one of my highest priorities. Every Arizonan who wants access to health care should be able to get it, and they should be able to afford it without sacrificing other necessities. No family should have to choose between paying for medical care, housing, food, or utilities. Too many Arizonans are struggling every day just to make ends meet. While our state continues to grow, many families feel left behind by rising costs and limited access to affordable care. This is not the future Arizona should accept. I will support policies that expand access to affordable health care, lower costs for working families, and improve the quality of care across our state. At the same time, I will ensure that Arizona's growth remains sustainable by planning responsibly for housing, water, education, infrastructure, and the needs of future generations. Arizona's success should be measured not only by how fast we grow, but by how well our people are able to live, work, raise families, and thrive.

Policy Priorities: Public Safety, Agriculture, and Parental Involvement

Teri Ann Hourihan for AZ Govenor. As Governor of Arizona, I will strengthen public safety by supporting law enforcement and improving officer safety, work to reduce crime, protect Arizona ranchers and their livelihoods, and ensure parents remain active decision-makers in their children’s education. I believe parents should provide consent for their children’s participation in school organizations and other significant school-related activities, reinforcing the partnership between families and schools

Education Choice and Long-Term Water Planning

Statement on Government Transparency and Agency Reform

Teri Ann Hourihan for Az Governor. As Governor of Arizona, I will work to ensure every state agency operates with transparency, accountability, and efficiency. I will pursue meaningful reforms where needed, address systemic problems, and ensure agencies are focused on serving the people of Arizona. Too many Arizonans have been frustrated by government systems that are not meeting their needs. I care deeply about the well-being of our communities and will work to build a government that is responsive, effective, and worthy of the public's trust.

Policy Overview: Taxpayer-Funded Litigation and State Resources

Teri Ann Hourihan for AZ Governor. As Governor of Arizona, I will support greater accountability and oversight for taxpayer-funded litigation. State resources should be used responsibly, and legal action should be pursued only when it is justified and in the public interest. I will work to ensure that government agencies carefully evaluate the costs, merits, and potential impacts of lawsuits before taxpayer dollars are spent. Too much money is wasted on unnecessary legal battles that can harm businesses, burden taxpayers, and divert resources away from critical public needs. Arizona deserves a government that exercises sound judgment, fiscal responsibility, and accountability in every decision.

Brackish Groundwater Desalination and Water Supply Planning

Teri Ann Hourihan for AZ Governor. 40 days of this series as we look together at the areas Katie Hobbs failed to enact because… well I don’t know why! Your guess as good as mine! As Governor, I will improve water access in stressed rural communities by expanding reliable supplies, supporting brackish groundwater desalination, and strengthening Arizona's long-term water security.

Public Accountability and Government Operations

Teri Ann Hourihan for AZ Governor. AZ LETS DO THIS! As Governor, I will support measures to increase transparency and accountability in state government and public institutions. These include requiring state agencies to publicly post guidance documents that affect agency actions (SB 1586), directing a greater share of certain tax revenues to public schools rather than development incentives (SB 1293), and maintaining attorney licensing and oversight under the Arizona Supreme Court with clear professional standards and accountability measures (SB 1148).

Workforce Development and Industry Partnerships

Teri Ann Hourihan for AZ Governor. We got 36 more days of this Arizona! I do 10 a day because there are right under 400 vetoes since Katie’s term. Let’s veto her! As Governor of Arizona, I will support job creation and economic growth by strengthening partnerships among state agencies, schools, and emerging industries. I will encourage responsible development while ensuring strong oversight through qualified boards and committees that promote transparency, accountability, and sound planning for Arizona's future.

Agriculture and Water Resource Stewardship

Teri Ann Hourihan for AZ Governor. Light up the world tonight! As Governor of Arizona, I will support farmers by working to ensure reliable water supplies for agriculture while advancing responsible water conservation across the state. Arizona needs stronger water management strategies that protect our agricultural economy, sustain communities, and secure our long-term water future.

Financial Opportunity, Voter Education, and Government Transparency

I will work to expand opportunities for Arizonans to access lending and financial resources that help families, entrepreneurs, and small businesses succeed. I will also prioritize voter education and government transparency, ensuring that citizens have access to the information they need to make informed decisions at the ballot box. My goal is to build a stronger, more accountable Arizona where opportunity, trust, and informed civic participation thrive

School Transparency, Educational Information, and Public Spending

Teri Ann Hourihan for AZ Governor. As Governor of Arizona, I will promote greater transparency and accountability in our schools by ensuring administrator compensation is publicly available to taxpayers. I support providing comprehensive educational information, including adoption resources when discussing reproductive health topics, and I believe taxpayer dollars should be focused on educational priorities rather than private membership dues and fees.

Development Costs, Public Referenda, and Product Safety

Teri Ann Hourihan for AZ Governor. As As Governor, I would support measures that increase transparency for property owners and developers regarding development-related costs and requirements. I will have the voters vote on measures regarding controversial highway name changes to ensure the voters choose on this type of change, and I will definitely support greater measures to stop kratom and other drugs from passing the shelf to consumers without more information on the harm

Arizona Governance and Executive Actions

Teri Ann Hourihan for AZ Governor. We have a Governor, Katie Hobbs, who just is on her own trajectory of life. You don’t veto near 400 bills in your term to date and not hate Arizona and love yourself more!

Views on Leadership and Policy Priorities

Teri Ann Hourihan for AZ Governor. Creating change in AZ Is important to me, more than creating peace in “politics”. Politics for me is secondary to helping people by entering the scene as a policy maker. I’m here not to veto great policies but to ensure my veto power is rightfully used and why. This is all a political grab bag for Katie. It’s about image and popularity not about the people of Arizona.

AZ DESERVES THE BEST - VETO KATIE HOBBS

Teri Ann Hourihan for AZ Governor. Katie Hobbs seems to veto to veto. It’s not for the people but for “her” people , her inner circle , her hearts desire. How can anyone look at all these vetoes and not see through the lines of corruption. You also have to understand the level of time it takes for these legislators to work to get the bill to the desk of Governor. So she makes people working for very little for our state do all this work only to veto it. I realize some vetoes are inevitable but 400 is something different. This isn’t her helping us but her harming us. #fyp #arizona #transparency #parents #campaign

A New Direction for Arizona

Teri Ann Hourihan for AZ Governor. Governor Katie Hobbs vetoed legislation that supporters argue would have strengthened Arizona’s future, including bills related to protecting SNAP funding, improving coordination with the federal government on immigration issues, securing Arizona’s long-term water supply, strengthening voter registration requirements, and expanding workforce development opportunities. I believe these vetoes were the wrong decision for Arizona. As Governor, I will support policies that protect critical assistance programs, address border and immigration challenges, secure our water future, strengthen election integrity, and invest in workforce development so Arizona families and businesses can thrive. Arizona deserves leadership that tackles problems head-on and puts the needs of its citizens first. That is the leadership I will bring to the Governor’s Office.

We Need Change Arizona

Teri Ann Hourihan for AZ Governor. Let’s get Katie Hobbs out of office! Veto her in November!

A Stronger Future for Arizona

Teri Ann Hourihan for AZ Governor. I love Arizona, and I am deeply concerned about the direction our state is headed. The decisions made over the next four years will impact our water supply, cost of living, education system, economy, and quality of life for generations to come. As Governor, I will review every policy carefully and fight for solutions that put Arizona first. I will work to protect our water future, strengthen our economy, increase government accountability, and ensure that every decision is made with the people of Arizona in mind. This campaign is not about politics—it’s about securing a stronger future for Arizona and leaving our children and grandchildren a state they can be proud to call home

OVER 450 VETOES BY KATIE HOBBS!

Teri Ann Hourihan for AZ Governor. Today I realized that Governor Katie Hobbs has now vetoed more than 450 bills since taking office. That number should concern every Arizonan, regardless of political party. I am committed to reviewing every veto over the next 40 days because the people deserve to know what was sent to the Governor’s desk and why it was rejected. Some of these bills addressed education, public safety, affordability, government accountability, and other issues that matter to Arizona families. The question isn’t whether a bill was sponsored by a Republican or a Democrat. The question is whether it helps Arizona. As Governor, I will work with the Legislature, not against it. I believe elected representatives deserve to have their ideas considered fairly and judged on their merits. Government works best when leaders focus on right versus wrong, not Republican versus Democrat. Arizona families deserve solutions, transparency, and leadership willing to work together for the good of our state

AZ NEEDS AND DESERVES BETTER

Teri Ann Hourihan for AZ Governor. I continue to highlight Governor Hobbs’ hundreds of vetoes because the volume alone should concern every Arizonan. Why are bills that could help families, support vulnerable populations, expand our workforce, improve public safety, and make life easier for everyday people being vetoed? These are questions we should all be asking. Government should be looking for ways to solve problems, not create more obstacles. When good policy is rejected, Arizonans deserve to know why. What frustrates me most is that this is happening right in front of us, yet too many people have simply accepted it as normal. I have not. As Governor, I will carefully review every bill on its merits and explain my decisions to the people of Arizona. Accountability and transparency should not be optional—they should be expected. Arizona deserves leadership that says “yes” to solutions whenever possible.

VETOES ARE NOT ALWAYS THE BEST FOR THE PEOPLE

Teri Ann Hourihan for AZ Governor. I realize many people in Arizona would rather close their eyes and pretend the harm happening in our state isn’t happening. But it is. The repeated vetoes by Governor Katie Hobbs have real consequences for Arizona families, businesses, and our most vulnerable residents. You may not agree with every bill, but you cannot ignore the impact these decisions have on the people we serve. As Governor, my priority will always be the people of Arizona—not political agendas, not special interests, and not partisan games. People first, not last. Arizona deserves leadership that puts its citizens at the center of every decision

Real Leadership for Arizona

Teri Ann Hourihan for AZ Governor. Arizona deserves a Governor who stands up for the people—not one who pushes aside good policy because of politics. It’s time to stop putting political sides first and start putting Arizonans first. Today is the day to choose change. Vote responsibly. Vote for leadership that will fight for you, not the political establishment. As Governor, I will stand for Arizona. I will stand for you.

Bringing Arizona Together

Teri Ann Hourihan for AZ Governor. Can you believe it, Arizona? Governor Katie Hobbs is now up to 541 vetoes. I can’t even get through this 40-day series highlighting her vetoes before she adds dozens more. That’s incredible. By any measure, this level of veto activity is extraordinary and raises serious questions about whether our state government is working the way it should. Arizona deserves a governor who works to build consensus, negotiate solutions, and sign good legislation—not one who routinely reaches for the veto pen. Whether you agree or disagree with individual bills, when hundreds of measures are rejected year after year, it’s fair to ask if our state is being governed through cooperation or confrontation. Arizona can do better, and as Governor I will focus on bringing people together, working with legislators from every party, and finding common-sense solutions instead of setting new veto records.

From Endless Vetoes to Effective Leadership

Katie Hobbs and her veto obsession.

It’s hard to understand how someone elected to lead Arizona can fail our state so consistently. Veto after veto isn’t leadership—it prevents solutions from even being considered. While every governor should use the veto power when necessary, using it hundreds of times sends the wrong message to Arizonans who expect action, not obstruction. As Governor, I will not be known for blocking protections for the people of Arizona. I will lead by listening, working with others when possible, and putting Arizonans first. My focus will be on solving problems, increasing accountability, and signing legislation that strengthens our communities, protects taxpayers, and improves the lives of the people I was elected to serve. Arizona deserves a governor who leads with action—not endless vetoes.

Arizona Deserves Leadership That Puts People Before Politics

Arizona deserves better. A governor's veto should be used to protect the people of Arizona—not as a political tool. Every bill deserves to be judged on its merits, with one question in mind: Will this make life better for Arizonans?

As Governor, I will work with legislators from every party to find common-sense solutions that strengthen our state. When legislation benefits Arizona families, protects taxpayers, improves public safety, supports education, or grows our economy, my priority will be serving the people—not advancing political agendas.

Leadership is about building solutions, not creating gridlock. Arizona deserves a governor who listens, collaborates, and makes decisions based on what is right for the people of our state
